SOUTH PENNINES INTEGRATED TRANSPORT STRATEGY

3. Action Plan

The action plan has been translated into twelve statements which incorporate all aspects of the strategy. These statements are presented in Table 4 below.

Partnership Working

  1. The Peak Park Transport Forum (PPTF) is committed to long term partnership working methods.
  2. The PPTF will actively develop the necessary mechanisms (e.g. through sub groups) to address strategic transport issues in the South Pennines area.
  3. Integrating transport - policies

  4. SPITS will be incorporated within all appropriate Local Transport Plans (six).
  5. SPITS will be incorporated within all appropriate Regional Planning Guidance (four).
  6. Information and liaison with regard to SPITS will take place with reference to appropriate ongoing studies and proposals (eg Multi Modal Studies, Strategic Environmental Assessment of the Trans Pennine corridor, Derwent Valley Mills World Heritage Site bid).
  7. Information and monitoring

  8. Research and development issues will be identified, and funding sought, as the project is ongoing.
  9. With regard to specific projects, outcome targets will be devised to complement local and national targets, so that assessment of progress may be made.
  10. An annual monitoring report will be produced.
  11. Participation/consultation

  12. The PPTF will continue to encourage participation and consultation at appropriate stages in the project.
  13. Communication

  14. A SPITS newsletter will be distributed at least twice per year.
  15. A SPITS website will be developed and maintained.
  16. Integrated transport planning - projects

  17. The PPTF will give support to the following initiatives providing that more detailed assessments demonstrate that the strategy’s objectives are being fulfilled:

3.1 Assessment of progress

It is absolutely essential that an assessment is made of the achievements of the strategy. Many relevant targets already exist at National and local level, whilst National Performance Indicators are currently under review.

A distinction needs to be made between measures of performance (operational targets, most likely to be time- or process- related – e.g. two newsletters per year) and measures of achievement (outcome targets, representing the measurement of a change resulting from the application of specific initiatives – e.g. a percentage reduction in road accident casualties within a certain area). Both aspects will be covered as follows:

  1. Operational targets The setting of the action statements into a timetable which will be reviewed annually will ensure that the mechanics of the strategy itself are being adequately monitored. If any of these are found lacking (i.e. lack of liaison with other relevant studies), the strategy will need to be reviewed and adjusted accordingly.
  2. Outcome targets These will most sensibly relate to specific projects prompted by the Forum, and will be devised by each project group within the context of local and national targets. Examples are as follows:

CH2 Bus service enhancements: new/improved bus services, new facilities for inter-modality, accessibility measures, cheaper fare structures, increased patronage.

TM Traffic management and demand restraint: reduced traffic growth within area, lower traffic speeds, increased compliance with speed limits, reduction in fatal/serious road accident casualties.

F2 Sustainable distribution: measures of freight transfer to rail.

3.2 Sequencing and timetable

The Action Plan statements have been set to a timetable until 2015 (see Table 6). The interdependence of initiatives is, however, of vital importance. SPITS represents a complete package of measures which will not necessarily be successful unless applied in the correct balance and sequencing. In particular, the inter-dependence of the traffic restraint measures and the A628/A616 improvements are sensitive. The sequencing of these measures is of greater importance than an actual timetable. A sequencing plan has therefore been devised which summarises the main phases of work. This is presented in Table 5 below.
